I think this is an implementation issue. The spec says that the 'ver' is opaque to the client but MAY have meaning to the server. If in your case you use timestamps or modtime, so be it. Keep them unique in your code and deploy away. That will be fully within the spec, but others might use different methods for generating the version numbers.
