Earlier versions of XEP-0060 had this, but since subscription and affiliations states are orthogonal, we have simplified this. Also note that subscriptions deal with full JIDs while affiliations are always on bare JIDs. I'm unsure about why a subscriber would need to know his affiliation only after subscribing. The only use case I can come up with is when a subscription causes an affiliation change, which feels odd.
