I would like to get some clarification on the order of stanzas that a
pubsub service should return in response to a publish request.
In section 7.1.2 [1] of the spec, there's a sentence that states
(emphasis mine):
"The pubsub service MUST *then* send one event notification to each
entity that meets the criteria for receiving an event notification..."
Does this 'then' require that the service only send notifications
*after* sending the <iq type='result'/> to the publisher?
