In order to receive presence from the publishing entity, the subscribing entity 
must be in the publishing entities roster and subscribed to receive presence 
notifications.

May I enquire what the underlying reason is that the subscribers need to know 
the presence of the publishers?  Is it possible that the subscriber can assume 
presence based on whether or not geolocation data is being published? 

I don't believe that there is an open presence concept, meaning, presence 
without a subscription to the entity.  There is pre-approval but I don't know 
what servers support it and it still requires the subscriber to be in the other 
entities roster.
