[pubsubhubbub] how the browser knows that there was a new publication

Hi guys, I want to know about the project is how the browser knows
that there was a new publication without asking the server. I could
see the part where the hub sends the signal to the server but still
can not know how to do this part. Somebody get me through this
question or tell me some stuff you can know about it?
