"DELETE" semantics for Atom Entries (i.e. "deleted-entry") are now being
defined as an extension to the base Atom RFC in an Internet Draft by James
Snell which is currently being discussed on the AtomFormat WG list. Your
input will be welcomed.
See: http://www.ietf.org/id/draft-snell-atompub-tombstones-08.txt and later
versions as it evolves. I am aware of no definition of "delete" semantics
for the legacy RSS format.

Replace ("PUT") semantics are clearly defined for Atom entries. In order to
"replace" a previously published entry, you simply publish a new entry that
has the same atom:id as the entry you wish to replace. "Replace" semantics
are not clearly defined for the legacy RSS format. If you want "replace"
semantics, don't use the legacy RSS format.
