[pubsubhubbub] Reference hub implementation and GAE

I understand that the GAE SDK is required by the hub (and can see the
imports in main.py), but I do not know the extent to which GAE is
used.  If I want to utilize the reference implementation of the hub,
am I consuming any of Google's services or in any way interacting with
Google?
