I have the same problem with my AppEngine application (http:// www.dcde.ru/) whose Atom feed (http://www.dcde.ru/feed/atom) I've just pubsubhubbub-enabled. The publisher diagnostics page (https://pubsubhubbub.appspot.com/ publish) clearly hints in its footer that the example subscriber app at http://pubsubhubbub-subscriber.appspot.com/ can be made to subscribe my feed ("you may want to use the Subscription page to subscribe the example subscriber app to your feed"). Maybe the footer is misleading?
