Due to an issue with dnf [0], pulp vagrant up is temporarily not working.
The potential workarounds listed on the bugzilla can be tried by waiting
for vagrant up to error,
vagrant ssh
# apply workarounds
vagrant provision
This dnf bug is being worked on[1] and will hopefully be resolved soon.
