A few notes on gofer 0.23
All of the message related messages have been moved to DEBUG level. Having them at INFO
was useful for development but has become annoying and fills up the logs.
The messaging.url property in both the agent.conf and plugin descriptor is now
optional.

For each plugin, when the URL is not defined or has no value, no session (read connection)
is establish with the broker on behalf of the plugin. The URL has been commented out in
both the /etc/gofer/agent.conf and /etc/gofer/plugins/builtin.conf by default.
This addresses the issue of the builtin plugin trying to connect to localhost when the
qpid broker is on another host in pulp installations. It wasn't hurting anything except
cluttering up the logs.
Pulp, now requires gofer 0.23.
