Recently, an updated qpid-cpp-server package was pushed into fedora updates. In this, they split out the service (init.d script) into a separate package: qpid-cpp-server-daemon.

On Fedora systems that have been recently installed/updated, usres may have noticed that the qpidd service has dissappeared.

This has been reported: https://bugzilla.redhat.com/show_bug.cgi?id=854700

In the mean time, this can resolved by manually installing the qpid-cpp-server-daemon pacakge.
