Jeremy, do you think you know why this happened? I think you worked in
this area recently.

This happened because I didn't run builder.py with
--update-tag-package-list for our testing tag.

These happened because 2.4.0-1 originally did not include python-rhsm -
it was added later when CentOS users reported problems installing Pulp.
I will need to cherry pick this fix into our 2.4.1-dev branch to bring
it back.
