I have only been using pulp for a week, someone else may know better than
me, but I think I know where to find the answers to these questions.
How to export to an internal disconnected repo:

How to import from existing content:
Use the upload command

This just short-circuits downloading the files referenced in a repository
when you sync it.
As for importing local content from another satellite server, you could
temporarily set the feed to come from the other satellite server. However,
I haven't tried this.
