Hi Michael! I realize pulp_win is a third-party plugin :-)
I was only trying to see if people may suggest ways to debug the problems I was seeing. I was able to upload an MSI, so I am unblocked now. Also, google is pretty good at helping others who might see the same errors I was seeing. Not running pulp-manage-db was a clear oversight on my part, I get to blame myself for wasting time on that. Will definitely get in touch with the original author. Thanks!
