Based on IRC discussion, you're using pulp 2.7 and crane 1.1, and I think
what you're hitting is this: https://github.com/pulp/crane/pull/39

... which is fixed in crane 1.2. We'll get back to you with a
recommendation for the best way to get crane 1.2 into your environment.
