Seems like that python-rhsm is present in Centos7 [0]
It is missing only in Centos6 that's why we carry it as external dep.

Looks like the 
https://repos.fedorapeople.org/repos/pulp/pulp/stable/2.8/7/x86_64/ is missing 
the python-rhsm packages. 

I copied the packages from 2.7.1 and the install worked. Will you be able to 
include those packages in the next build.
