pulp_installer 3.9.0-1 is available on Ansible Galaxy[0]. It can be
installed with the following command
ansible-galaxy collection install pulp.pulp_installer:3.9.0-1
This release contains a bug fix that prevented users from installing Pulp
on CentOS 8.3 and CentOS Stream[1].
