When Pulse crashes, both Zoiper and Skype have to be "kill -9"ed and restarted, and Chrome deals with it slightly better and does not have to be killed, but it still loses access to the mic until it is restarted. I suspect the behavior of those applications will be the same if pulse does not crash but their streams are killed.
