Here's what I did to test now:
~ % pulseaudio -k
~ % rm .config/pulse/*card-database*
~ % killall kodi.bin
~ % pacmd list-cards | grep "active profile"
active profile: <output:analog-stereo+input:analog-stereo>
~ % pactl set-card-profile 0 output:hdmi-stereo
~ % pacmd list-cards | grep "active profile"
active profile: <output:hdmi-stereo>
~ % xrandr -s 1920x1080 -r 24
~ % pacmd list-cards | grep "active profile"
active profile: <output:analog-surround-40>
~ % pactl set-card-profile 0 output:hdmi-stereo
~ % xrandr -s 1920x1080 -r 60
~ % pacmd list-cards | grep "active profile"
active profile: <output:analog-surround-40>
~ % pactl set-card-profile 0 output:hdmi-stereo
~ % pacmd list-cards | grep "active profile"
active profile: <output:hdmi-stereo>
~ % xrandr -s 1920x1080 -r 50
~ % pacmd list-cards | grep "active profile"
active profile: <output:analog-surround-40>
It still switches away from hdmi-stereo whenever possible.
I also verified I'm indeed using 8.0 + the 3 patches.
