I am experiencing a very similar issue with my Creative Audigy card.
Detailed info from lspci -v:
>Multimedia audio controller: Creative Labs EMU10k2/CA0100/CA0102/CA10200
>[Sound Blaster Audigy Series] (rev 03)
>Subsystem: Creative Labs CT0090/SB0092 Audigy Player/OEM
Changing volumes, regardless where, is causing a popping and crackling sound. I
tested it without Pulseaudio and there were no crackling and popping noises
during volume changes.

I am using:
Pulseaudio 9.0
Linux 4.8
