You can change the latenc settings by patching
src/modules/rtp/module-rtp-recv.c and adjusting LATENCY_USEC. There's
no way to fiddle with that without recompiling, but I'd be happy to
take a patch.

Isn't this LATENCY_USEC only in versions >0.9.10? There is no
corresponding setting for 0.9.10? Another question, is it possible to
split the stream from source to both rtp-send and local sink?
