  This particular use case was discussed many times on mailing list.
In short, sound emitted by IM client should be tagged as event sound.
Ideally by IM client itslef, but if you are using paplay to play,
you can attach --property=media.role=event to it. Please see

   With your sound tagged properly, you won't have a problem
with moving them - event sounds slider is displayed in pavucontrol
all the time.
