#310: Tunnel does not allow to alter hardware volume

Since pulseaudio-0.9.7 routing through module-tunnel no longer allows me
to control sound cards' mixer value.
setup A)
pavucontrol --(tcp)--> pulseaudio1 --(device file)--> alsa allows to
alter hardware mixer values.
In version 0.9.5 of pulseaudio this setup:
setup B)
pavucontrol --(unix socket)--> pulseaudio2 --(tcp - tunnel)--> pulseaudio1
--(device file)--> alsa
allowed to control hardware mixer.
In version 0.9.7 and newer this is no longer true - it only alters tunnel
sink volume in setup B). setup A) still works fine.
This was checked with pulseaudio-0.9.10 as well.
