When there are too many audio streams playing (so that updating the VU
meter displays takes a cumulative amount of time greater than the maximum
window redraw rate), the Volume Control window completely locks up and
won't redraw. This is a starvation issue.
Updating VU meters should happen one at a time, in round-robin fashion, on
demand from the idle loop, yielding after each single VU meter update has
completed.
