#447: win32 pulseaudio wrongly require sound input driver

 If your windows installation does not provide a sound input driver, and
 you want to use pulseaudio only for sound output, module-waveout.dll fails
 to initialize and errors on waveIn init.
 This happens eg if you are viewing the windows client with an RDP client,
 which does not support sound input (but does support sound output)

 module-waveout.dll shouldn't require waveIn to initialize (simply, warn
 that sound input will be muted, eg ?)
