not for policy!!! It's just a fallback if the user does not have their
own."
1. the library has fallbacks compiled in, and client.conf ships entirely
commented. If the user does not have their own and the system-wide
client.conf file is absent, pulseaudio works fine.
2. client.conf, a file that is installed mode 644 in a root-owned
directory, owned by root, and whose configuration stanzas are applied
system-wide, is *not for system-wide policy*? Are you serious?
