#732: Only show install buttons when PackageKit is available

Currently paprefs unconditionally shows the install buttons for services
for which the pulseaudio modules are not installed. The attached patch
checks for an owner of the org.freedesktop.PackageKit busname on startup.
If not present, these buttons are not shown.
