Not really sure where you are getting this information from but this is
certainly not the behaviour I'm seeing here...
e.g from my "pacmd list-sinks" output:

volume: 0: 0% 1: 0%
0: -inf dB 1: -inf dB
balance 0.00
base volume: 100%
0.00 dB
volume steps: 65537
muted: no
}}}
As you can see, my volume is 0 but mute status is "no". Perhaps you are
referring to some GUI tools that present a 0 volume as muted?
Can you give some more info?
