#750: The tunnel module is broken in master git branch

setup_complete_callback() needs to check for protocol version >= 17 and
send a proper reply accordingly.
Otherwise the server will reply
E: protocol-native.c: protocol error, kicking client
Here is a (possibly wrong) fix
