Silly question, but I presume module-bluetooth-discover is actually
loaded? It's not part of the default system.pa setup.
As tanuk said, using bluetooth with system mode is very much untested and
not really something that has very much upstream focus so if it remains in
a non-working state, you may have to get your hands dirty and fix the
problems yourself. We'd obviously be happy to merge any patches that are
well formed etc.
