for Fedora 10, there is Inscript, Jhelum, Phonetic keyboard layouts are
present in SCIM/iBus, with which you can type in Punjabi.

yes, you can use with you application. You need to use "im-chooser"
application to set SCIM/iBus working for (en_US) locale, and 
logout-login, Add Punjabi Keyboard of your choice and start typing in any
application in Desktop.
