Looks like previously, 0.24.1 was parsing class primary inherits php as
sans::php::primary inheriting sans::php, but in 0.24.2 it was trying to
inherit php, which it didn't find within the class/module scope? I changed
class primary inherits php to inherits sans::php and it seems to be fine
now.
Leaving this open though, as the behaviour changed between versions with
the same configuration.
