Issue #1529 has been updated by sam.

Is it safe to assume that "better OS" is FreeBSD or OpenBSD? They're the only
OSes you support (according to
http://reductivelabs.com/trac/puppet/wiki/StablePlatforms ) that I haven't seen
this problem on. (And that's only because I have no access to such systems.)

I thought the whole point of Puppet was to fix the way we administer UNIX
systems. Isn't part of fixing that, fixing the things that are broken?

My bug report didn't include this detail and perhaps it'll change your mind.
Both HP-UX and RHEL (I didn't test Solaris other than to see that it leaves the
file behind,) try to RUN the cronjobs in the absent users crontab. This results
in errors which result in emails which result in me wondering why puppet isn't
smart about it.

Is there another way to do this with puppet? If not, it seems like Puppets user
managment is completely broken if that user should happen to have cron jobs. I
can't say I follow your logic that it's an "OS problem" as it seems to me
making OS problems go away is Puppet's entire raison d'etre.
