Here's the use case. If a file is replaced it's handy to know the md5 in the 
filebucket to facilitate restoring files. I notice there are (at least) two 
statements that are printed when a file is replaced:

source puppet:///ntp/etc/ntp.conf with

This occurs when there are no pre-existing state files on the machine. The md5 
of the file that has been replaced is not mentioned (even if it has been 
filebucketed).

This occurs when there is pre-existing state on the machine.

So if a machine has no pre-existing state but a file is replaced, without 
running puppetd with --verbose (which we may not want to as it produces a lot 
of extra information) we have no way of telling what the md5 of the replaced 
file is (from the report) if we want to restore it. I thought about the 
possibility of just printing the "checksum changed" statement but this may not 
work easily.

Also, having a "checksum changed" does not inherently imply a backup was taken 
of the replaced file at all, so may be misleading if it is printed all the time 
hence wanting to print the Filebucketed statement at notice priority.
