Currently, if you use <code>$environment</code> in a setting on the server, it 
will use the server's environment, which isn't very useful, at least during 
parsing.

It should instead use the client's environment.  This would allow you to have 
your modulepath and manifest be relative to the environment without having to 
specify them separately:
<pre>
[main]
modulepath = /var/lib/puppet/modules/$environment
manifest = /var/lib/puppet/manifests/$environment.pp
</pre>
