Bah! Now that I checked out the source to fix this problem someone had beaten 
me to it.

Pasting the error here in case someone else finds it and searches for it:
man/man8/ralsh.8 -> /usr/ops/share/man/man8/ralsh.8
/usr/ops/lib/ruby/1.8/ftools.rb:64:in `initialize': Permission denied -

install.rb sets wrong mode (0644) for man directories in do_man - it should use 
0755.

This hasn't been discovered as when you install as root you can read the 
contents of directories even though it is 644.
