A usable workaround exists (courtesy of Volcane on #puppet):

file{ ["/foo", "/foo/bar", "/foo/bar/baz"]: ensure => directory }

I tried 

file {"/usr/local/share/puppet/sopext/facter" : 
  ensure => directory, 
  recurse => true
}

but get erros that the parent diretories are not available.
