Issue #2247 has been updated by Kelsey  Hightower.

Its common on RedHat platforms to use repos to install certain packages, and 
keep them disabled. This will insure that no packages are used from that repo 
during events such as automated updates.

I think a better solution would be to use custom repos that are under your full 
control, rather than rely on enabling and disabling repos. Keep "facter" and 
all dependancies in a custom repo, install/update from there.

it would be nice to be able to enable a disabled repo for the installation on 
one package.

for example installing facter from EPEL.

something like;

<pre>
package { "facter": ensure => installed, enablerepo => [ "epel", "epel-testing" 
]; }
</pre>
