Using 0.24.8 I run 

puppetd --no-client

with listen = true in puppet.conf. With this configuration puppetd only updates 
the host configuration when instructed to do so with puppetrun (which is the 
desired behaviour at our site), not at startup and regularly thereafter.

Using 0.25.0beta1 --no-client no longer suppresses the periodic checking
