Currently, if a service is not installed on a given system, attempting to use 
puppet to disable the service with hasstatus => true results in an error.  It 
would greatly simply some configurations (ours, at least) if puppet could be 
instructed to consider the case where the rc script is absent as equivalent to 
the service being stopped.
