If some plugins are defined on the server, and the client puppet.conf has 
plugunsync = true, then "puppetd --onetime --noop" on the client will 
synchronise the plugins.  I expected noop mode to report that plugins were out 
of date but not to actually update them.

I can't paste output, but in essence I see things like this:

info: Retrieving plugins
[several debug messages]
notice: /File[/var/puppet/lib/puppet/parser/functions/foo.rb]/ensure: created
