Issue #2464 has been updated by Nigel Kersten.

so I'm going to spend a little while longer on trying to get Puppet.warning 
working in a hook, but otherwise the only options I see are:

a) rely on $stderr.puts
b) somehow on the reportserver hook keep track that this has been set, and 
provide the deprecation warning inside the rest/report indirector.

Neither of these are particularly palatable to me...
