The comments in #2517 make it sound like that's more about the error message. Today was the first time I started with a new node, previously all my nodes were created with 0.24. Starting puppet the first time correctly requests a cert. On a working 0.24 created node, $lidbir/ssl/certs contains <host>.pem and ca.pem. On the failed 0.25 node, it contained <host>.pem and <server>.pem, but no ca.pem.
