This looks like you are hitting a known limitation of sqlite.  Is that what you 
are using for storeconfigs?  If that's the case you should probably switch to a 
db that has better multiuser/transactional support, or not use storeconfigs.

If you aren't using sqlite, please update the ticket with more information 
about your configuration and we'll look into it further.

After upgrading from 0.24.8 to 0.25.1-rc1 the puppetmasterd will "get stuck" 
after it has to serve >1 client at a time.
I could reproduce this.
