Issue #2734 has been updated by Markus Roberts.

One thought keeps coming back to me as I look into this:

What's the use case for this file?  It's being generated on the client but 
contains information (or would, if it worked) that you could argue is only 
really meaningful to the server.  Is it supposed to only contain the names of 
the classes that applied to this node, or all the classes known to the server 
at the time the catalog was compiled?  What do people do with the information?

Since upgrading to 0.25.1rc2 (from 0.25.0 maybe rc1 did the same?) I am finding 
my classfile has just 1 byte on all machines where previously it was just a 
list of all classes on the machine.
