I have discussed the pattern with Teyo and he recommends the following: 1. Modules manage file fragments and put them into a local dirs 2. Module responsible for configured service controls a file fragment for default params and concats these file fragments together. (these module should be responsible for things like ensuring) This pattern is great, but currently a little complicated to implement.
