So far as I can tell the main issue is the semi-spurious warning; unless you 
care about UTF-8 support in your catalog (and I don't see why you should) 
simply omitting ruby-iconv and ignoring the warning should work.  Under that 
assumption, we should fix the handling of that error.

If you _do_ need iconv/UTF-8 support the next thing to try would probably be to 
recompile ruby with current iconv available, as there appear to be issues with 
just dropping ruby-iconv in under openbsd.  Before going that route, I'd be 
interested in hearing why you need UTF-8 support.

Switching on openbsd 4.3 to 0.25.1 I get as first this warning printed to 
stderr:

I then installed ruby-iconv to have iconv support present for ruby (@ruby 1.8.6

Runnning puppet without ruby-iconv installed works fine so far. Except that the 
warning is printed to stderr, as I think it should rather be a puppet warning, 
shouldn't it? -> I can file a second bug if it should rather be a puppet 
warning.
