puppet should be able to support X-SendFile http header after authentication, 
so that passenger could stream files efficiently without locking expensive 
puppetmaster threads. currently memory footprint makes puppetmaster incapable 
of serving large files (and it's not always suitable to use yum/apt or 
(possibly unauthenticated) http server along with it).
