Running spec/unit/application/puppetmasterd.rb twice, e.g. with:

    ruby spec/unit/application/puppetmasterd.rb 
spec/unit/application/puppetmasterd.rb -t 60 --format s --loadby mtime

Produces the spurious error:

    - should dispatch to parseonly if parseonly is set (FAILED - #)

While this isn't part of our normal testing regime, it should work.  Evidently, 
there's a buggy test.
