If a puppet daemon is already running with a valid config and the 
/etc/puppet/puppet.conf file gets changed to include a syntax error, it 
currently exits (puppetmasterd 0.25.0).  Please change the behavior so that it 
logs the error(s), but continues to run with the pre-syntax error configuration.
